Are cabals within governments making money from the drugs trade?
The Centre for Policy Studies, a UK think tank, says the UK government has fought a 'phoney war on drugs'
(18 May 2009 Labour has fought 'phoney war on drugs', think tank claims)
The think tank declares that in the UK:
1. Serious drug abuse has risen sharply.
2. More children are getting involved.
3. The illicit trade has spread from the towns and cities to rural communities.
4. In the UK, there has been a shift in drugs policy away from targeting suppliers.
5. 7.7 % of UK adults admit to having tried cocaine, double the European average.
6. In 1998 just one % of 11-year-olds admitted to having tried drugs but that had risen to 13 per cent by 2007.
7. The number of adolescents in treatment for drug and alcohol abuse has doubled since 1999.
8. The UK remains "one of the easiest and cheapest places to get drugs" with prices of cocaine and heroin hitting record lows.
9. The quantity of heroin, cocaine and cannabis that has been seized coming into the UK has fallen by 68 per cent, 16 per cent and 34 per cent respectively over the last seven years.
10. The UK drugs market is estimated to be worth £5 billion a year.
11. In Sweden and the Netherlands, all illicit drug use is targeted, treatment is aimed at breaking addiction, and the majority of the drug budgets is spent on prevention and enforcement.
Switzerland by Der gestiefelte kater
We should copy Switzerland and not the USA.
In Switzerland, heroin addicts can get their prescriptions from doctors.
In one of the most dramatic success stories in modern addiction treatment, doctors in Switzerland have discovered that the provision of medically determined doses of heroin to heroin addicts significantly improves their health, lifestyle and reduces the amount of crime associated with drug use when they are permitted to leave the black market environment.
The Swiss researchers concluded that:
· Both the number of criminal offenders and the number of offenses decreased by about 60% in the first six months of the program.
· Most illicit drug use, including cocaine, rapidly and markedly declined.
· The number of participants on unemployment benefits fell by more than half (from 44% to 20%).
· Participants' housing situation rapidly improved, ending homelessness among the patients.
· The physical health of participants improved.
· More than half of the patients who dropped out of the program did so in order to switch to another form of treatment, including abstinence.

Heroin was available through pharmacists until 1953, when, after pressure from the U.S., it was declared illegal. A common palliative remedy, it caused few problems because distribution was medically supervised.
Nearly half a century on, the illegal drug industry is big business, estimated to be worth 8.6 billion dollars in 1997.
The Netherlands has had more relaxed laws on drugs than the USA.
Heroin addicts (in 1995) United States: 430 per 100,000 Netherlands: 160 per 100,000
Murder rate (in 1996) United States: 8.22 per 100,000 Netherlands: 1.8 per 100,000
Crime-related deaths United States: 8.2 per 100,000 (1995) Netherlands: 1.2 per 100,000 (1994)
Incarceration rate (1997) United States: 645 per 100,000 Netherlands: 73 per 100,000
Per capita spending on drug-related law enforcement United States: $81 Netherlands: $27

The USA has a reason for opposing the policies adopted by Switzerland.
The CIA's Drug-Trafficking Activities
The following is an extract from Serendipity: http://www.serendipity.li/cia.html
The CIA's operational directorate ... has for at least 40 years ... paid for a significant amount of its work through the sales of heroin and cocaine. - Guerrilla News Network's Interview with Christopher Simpson
ClA-supported Mujahedeen rebels [who in 2001 were part of the "Northern Alliance" fighting the Taleban which became the core of the new Afghani government following the U.S. attack on Afghanistan in late 2001] engaged heavily in drug trafficking while fighting against the Soviet-supported government and its plans to reform the very backward Afghan society.
The Agency's principal client was Gulbuddin Hekmatyar, one of the leading druglords and a leading heroin refiner.
CIA-supplied trucks and mules, which had carried arms into Afghanistan, were used to transport opium to laboratories along the Afghan/Pakistan border.
The output provided up to one half of the heroin used annually in the United States and three-quarters of that used in Western Europe.
U.S. officials admitted in 1990 that they had failed to investigate or take action against the drug operation because of a desire not to offend their Pakistani and Afghan allies. — The Real Drug Lords
The U.S. Central Intelligence Agency, as is by now well-known by anyone who has cared to be informed, has long been deeply involved in the international trafficking of the addictive drugs heroin and (since the early 1980s, if not earlier) cocaine, the enormous profits from which have financed, and continue to finance, both U.S. covert operations and the U.S. military (via payments to Pentagon contractors).
The main reason why this is not more widely known is that the main players in the U.S. media have always worked to protect the Agency and to keep the American public in the dark as to the nature of its activities (as documented in great detail in Carl Bernstein's article in the October 20, 1977, issue of Rolling Stone: "The CIA and the Media: How America's Most Powerful News Media Worked Hand in Glove with the Central Intelligence Agency and Why the Church Committee Covered It Up").
Reportedly the CIA is still flying heroin to Europe and America
Michael Howard is a top UK politician.
He was once the leader of the Conservative Party.
He is Jewish.
The family name Hecht was anglicised to Howard.
1. There are allegations that a criminal was released from prison after paying a bribe to one of Michael Howard's relatives.
"Career criminal John Haase told a Labour MP that he was released from prison early after making the payment via one of Mr Howard's relatives."
Michael Howard, the drugs baron and an extraordinary £400,000 bribery claim (Daily Mail 1 November 2008)
2. The Guardian, 28 March 2006, had an excellent story about heroin.
Michael Howard was home secretary at the time when the Baybasins came to the UK.
According to the Guardian, members of an international crime gang were allowed to come to Britain because their leader had links to Customs & Excise.
The evidence for this came out at an immigration appeals tribunal.
The Baybasin Cartel, a Kurdish gang, controlled up to 90% of the heroin which entered the UK.
Its bosses settled in the UK in the mid-1990s.
Gang members were involved in protection rackets and extortion in the UK, and were linked to up to 25 murders.
The gang's members were allowed to move from Turkey to London, allegedly after their leader, Huseyin Baybasin, agreed to tell Customs investigators what he knew about the involvement of senior Turkish politicians and officials in the international heroin trade.
Reportedly, Baybasin was encouraged by Customs to come to the UK and arrived via Gibraltar in either late 1994 or early 1995.
aangirfan: HASHIM THACI
He first met Customs officers in a hotel near Tower Bridge, London.
Having come to the UK, the Baybasin Cartel ran their vast drug trafficking operation from London.
They and their relatives persuaded a number of politicians to support their attempts to obtain British travel documents.
Among those who agreed to help was Tony McNulty, a former immigration minister, who wrote a number of letters on behalf of Baybasin's wife after her husband was arrested in the Netherlands.
Baybasin, 49, is now serving a life sentence in a Dutch jail.
His brother, Abdullah, 45, who took the helm after his conviction, has now been convicted of conspiracy to supply heroin.
It was at Abdullah Baybasin's asylum hearings that the alleged deal with Customs & Excise was disclosed.
Abdullah was given indefinite leave to remain in the UK last year.
Several other relatives also remain in the UK.
Michael Howard was home secretary at the time when the Baybasins came to the UK. 3. Why did Howard release two dangerous gangsters?
Police are investigating Michael Howard's role in a royal pardon for two of Liverpool's most dangerous gangsters, John Haase and Paul Bennett, who were granted a royal pardon in July 1996 on Howard's orders.
The decision came 11 months into 18-year sentences.
The Metropolitan police is about to launch an investigation into the 'circumstances leading up to the granting of a royal pardon for these individuals'.
Was the Home Secretary duped into believing Haase and Bennett had provided vital information about arms caches across Liverpool, arms they had arranged to be planted themselves?
Michael Howard's cousin, Simon Bakerman, is an associate of Haase.
Bakerman was released from prison on the day Howard became leader of the Conservative Party in November 2003.
Bakerman received a three-year sentence in 2002 for running an illegal factory making amphetamine and ketamine pills.
Haase claims that Bakerman received large sums of money from Haase before the pardon was granted, though even his lawyers admit there is no evidence of where this money ended up - if it was paid in the first place.
Where Heroin comes from
The arms caches were a set-up, planted on Haase's instructions from a mobile phone he had smuggled into prison.
Witnesses from within Haase's organisation now claim that bribes totalling £4.5 million were paid by criminals to officials involved with the case.
Haase and his associates have often been held responsible for bringing gun culture to the streets of Liverpool.
One former senior Customs officer said there had been suspicions well before the release of the two men that the arms caches were an elaborate scam.
Haase was rearrested in 1999 and sentenced to 13 years for money-laundering and supplying firearms to fellow gangsters.
He is serving his sentence, but continues to wield a powerful influence from his prison cell, not least through his continuing claims that bribes were paid to help obtain his royal pardon.
4. 'Spin' is the book by Martin Sixsmith, who once worked for the Blair government.
Who are the characters in 'Spin'?
Andy Sheen is the Prime Minister and leader of the New Project party.
Prime minister Sheen is a former drugs dealer.
5. How do you become Prime Minister?
From the Guardian/Observer review of 'Spin':
"Apparently, all you need is a super computer program which digs up dirt about your opponents' pasts so you can threaten them and they won't oppose you. You don't actually need a clean past yourself: it is possible to become Prime Minister, for instance, having spent a year in Colombia becoming the European arm of a major drugs operation."

According to Glenny, in the Balkans, politicians talked about nationalism while getting involved in organised crime.
"The criminal elites of the Balkans cheerfully did business with one another, exploiting sanctions, even as they urged their humble supporters to kill each other." (The Economist - Who uses whom? )
Montenegro's economy was 'based on cigarette smuggling and stolen cars', but the USA and its allies turned a blind eye to this because Montenegro was on their side in the struggle with Milosevic.
4. US Governments and politicians often have links to organised crime.
In 1992 mob boss Sam Giancana's nephew and brother wrote a book called "Double Cross: The Explosive, Inside Story of the Mobster Who Controlled America."
Reportedly, Giancana rigged the Cook County vote for President Kennedy.
The book also linked Giancana to a total of 7 US Presidents.

In 1995, John McCain sent birthday regards to Joseph 'Joe Bananas' Bonano, the head of the New York Bonano crime family, who had retired to Arizona.
Charles Keating was convicted of racketeering and fraud. John McCain intervened on behalf of Keating after Keating gave McCain at least $112,00 in contributions.
In the mid-1980s, McCain made at least 9 trips on Keating's airplanes, and 3 of those were to Keating's luxurious retreat in the Bahamas. McCain's wife and father-in-law also were the largest investors in a Keating shopping center.
5. The Italian aristocracy has long made use of the mafia to help to keep the ordinary people in order.
According to "The Mafia in Sicilian History..." :
Garibaldi had the support of Mafia bands during his invasion of Sicily in 1860.
During World War II, the American military used the mafia boss Salvatore "Lucky" Luciano during the invasion of Sicily.
In Italy, the famous P2 masonic lodge was a link between the mafia and the government.
According to an article at american-buddha (http://www.american-buddha.com/darkhistory3.htm):
"In March 1981, the Italian police found a list of the 962 members of P2, the 'fascist' Propaganda Due Masonic lodge, the Grand Master of which was the 'fascist' Licio Gelli."
The list contained the names of: 3 government ministers, 43 members of parliament, 43 generals, 8 admirals, secret service chiefs, hundreds of top bureaucrats and diplomats, the police commanders of Italy's four largest cities, industrialists and financiers, the editor and publisher of the newspaper Corriere della Sera and 24 other journalists and TV personalities.
"With the help of Masonic cardinals, the lodge 'had turned the Vatican into a money-laundering institution and the lodge was also the strongest branch of the legendary Italian Mafia'."
Ex-Mossad agent Victor Ostrovsky in 'The Other Side of Deception',1994, wrote that Licio Gelli, P-2's Grand Master, was the ally of Mossad in Italy and that Gelli also had a close relationship with the Gladio group.
According to Ostrovsky, Mossad used this Gelli-Gladio alliance for its arms dealings with Italy in the 1980s. ( down with murder inc / Israel, Mossad, Iran and a Nuclear False Flag Attack )
Top people who allegedly had contact with P-2 include Henry Kissinger, Edmond de Rothschild, and David Rockefeller.

6. In 'McMafia', Misha Glenny writes about India, where 'terrorism' is a problem and the security services of both Pakistan and India make use of gangsters to do their dirty work.
In a sense, the security services seem to merge with the gangsters.
The UK Observer (http://observer.guardian.co.uk/uk_news/story/0,6903,1411796,00.html) told us about Dawood Ibrahim.
Iqbal Mirchi lives in Hornchurch, in England.
Iqbal Mirchi is wanted by police in India for murder and his part in a terrorist bombing campaign.
He is allegedly among the top 50 global drug barons; according to the US authorities he is the right-hand man of Dawood Ibrahim, head of the 'D' company, a worldwide mafia.
Bombs in Mumbai in 1993 killed over 300 people. Mirchi's name was linked to the bombings.
According to Mirchi: 'a senior police officer told me that my name would be attached to false charges unless I paid millions of rupees in bribes. I refused and moved to Dubai. '
Mirchi admits having met Dawood Ibrahim in Dubai.
Dawood has been described as 'the most dangerous man in the world'. As well as drugs and terrorism, the D company is involved in gold smuggling, gambling, counterfeit currency, diamond trading, contract killing, extortion and film financing. It is said to have a 60 per cent stake in the Bollywood film industry.
Dawood is also known to have met Osama Bin Laden and, in the aftermath of 9/11, allowed his smuggling network to be used to enable senior al-Qaeda operatives to flee Afghanistan.
According to The Hindu: "The United States showed a 'lack of enthusiasm' in getting underworld don Dawood Ibrahim deported to India from Pakistan despite making some initial efforts, says senior BJP leader L K Advani.
"Advani, in his memoir 'My Country My Life', notes with deep disappointment America's reticence in pressing Pakistan to hand over Dawood, wanted in connection with 1993 Mumbai serial blasts, to India." - 'US showed lack of interest in Dawood's deportation'

8. According to Misha Glenny, 80% of western Europe's heroin used to pass through the hands of the Bulgarian government's secret service.
9. Misha Glenny writes about the snakeheads, the Chinese agents who smuggle peasants into the West.
Reportedly, the Chinese government likes them because they relieve unemployment and, with their remittances, help fuel the Chinese economy.
10. According to Misha Glenny: 'If the UN is right and drugs account for 70 per cent of organised criminal activity, then the legalisation of drugs would administer by far the deadliest blow possible against transnational organised criminal networks.'
